1405 - check with emailID in webservice "Manage Service Agent"

Hi,

     Is it possible to check available service agent with emailID through webservices  of "Manage Service Agent" in 1405 from an external online portal?

     Is it possible to attach documents  with  create / maintain webservices  of "Manage Service Agent"  ?

     Please let me know for any limitations on this.
