Work Center will not activate once any changes have been made.
Steps to reproduce.
1. Create a new solution.
2. Create a business object, give it an element and activate the business object.
3. Create a Screen Scenario with Navigation via the "Create Screens" menu.
4. Open the uiwoc in the designer, change the title of the work center, save the work center.
5. Close the designer so the uiwoc is not locked.
6. Refresh the solution and activate the changes.
The expected result is for the uiwoc to be activated but it is not.
